i have replaced the starter and flywheel and still grinding?

i have a 1981 f150 with a 351 5.8 Windsor. now i have replaced the flywheel twice, the starter 5+ times, and got a new starter relay, ground cable and shim the starter out. why is my starter still grinding the flywheel. i done everything i can think of to fix this problem i could use any help.

a little more information

when i replace a starter or the flywheel it will start right for a while then it will start to get worse and worse.. it sounds like it is engaging the flywheel correctly but slipping off while it spins.

Are the correct starter bolts being used? Keep in mind you cannot have washers or anything else on the starter bolts. What is happening is you aren't tightening the bolts enough. When the starter engauges the flywheel it's trying as hard as it can to move, and all it has to do is move a fraction of a inch and it will start grinding. You maybe able to save the starter you have now so try this approach. Loosen the starter bolts several turns. Then tighten them back up. Once they are snug, torque them to 35 ft lbs. and see how it works out.

ya it has a shim on it but no washers and i dont have a torque wrench but they are pretty tight with lock tight on them to. i can check... but what happens is it will start fine when i replace the starter but after it starting a few times it starts to slip.. like its braking loose from the flywheel.
