Idle issue - 96 ranger

I have had a problem for ever with this 1996 ford/mazda 2.3 pickup. on start up it will race (tac at 1700) ; does not matter what the outside air temp is. If I put in gear and take off, it will continue the high idle. I can stop and turn the motor off then start and the idle will come down. If on initial start up I let it idle for 3min or so the idle will taper down from 1700 to 1500 then 1200, 1000 and then to a normal of 800. Any help would be greatly appreciated.

Could be a sticky idle air control motor. Idle speed is controled by how much air is being let into the intake. Remove it and clean it.
