Post Ignition rack problem

please help, i need to access my ignition swith gear and the rack but i cant get passed this metal plate that is right before all the turn signal stuff. it looks like the plate is there so you can lock the steering wheel when the keys are out of the igniton how do i get this plate off? i was told that you have to pudh it in a turn, but im trying and it wont work.

What make and model? Is it a tilt wheel?

its a 1985 chevy pickup with tilt wheel
you must take this off just to acces the blinkers
please help

You will need a -Special Service Tool- to remove the plate.

I had the same problem on a 78 El Camino with a tilt colum and you need to compress the plate down and remove a snap ring or clip (I think). It is recessed in a groove and hard to see. It should be spring loaded behind it. There is a special tool to do this but you can improvise with a big washer, nut to fit the column, and two small blocks to put in. There should be 3 large screws that you then have to take out to get the lock mechanism out. Hope this helps, I would imagine most Chevy's are similar.
