What heads are on it? What fuel are you running? Have you done a compression test on it?
If these are 76cc smogger type heads with dished pistons you might need closer to 40 degrees advance total.
If the idle is high even with the idle adjustment screw completely out it sounds like there probably is a vacume leak somewhere or the secondary blades are open to far.
