WE ship internationally almost every day. The cheapest way we found is through the USPS. Saying that we do not buy their insurance. The reason? Once the package reaches the country your shipping to they consider it delivered. They have in the past washed their hands of any claim that we have placed and I have yet received payment for lost items. On the other hand UPS, Fedex and any other common shipper is just too darn expensive and our customers won't pay it. Your darned if you do and your darned if you don't. One good thing is that the USPS has gotten a lot better in the last few years and we haven't lost anything since. One bad thing is that the USPS raised their rates substantially this year. Overseas shipping is a gamble. Make sure that your customer is aware that their government may levy a tax on their purchase.

Tracking only works until it leaves the U.S. at least as far as USPS is concerned.

Don't count on it. It's still your problem until it's in the hands of the recipient. Require a signature.

The ball is in the buyers court. If he does not like the cost of shipping it is his option to back out of the deal. You are under no obligation to go through with the deal until you receive payment. If the cost of shipping is excessive to the buyer the deal can be canceled plain and simple.
