Kickdown on TH350 - won't downshift

I have a 350sbc mated to TH350 in a 65 Belair.
I recently put in the kickdown cable but I can't get it to reliably downshift. I bought a Lokar cable from a local shop.
My problem is that the car still won't downshift. When driving around 40mph, it has downshifted to 2nd once or twice when punched but that's all.
A question on cable adjustment.
When I pull on the cable end by the carb, I can feel when cable starts pulling the linkage in the transmission. At the end of the stroke, there is a distinct short stroke (about 1/8 inch) at a higher resistance. I'm pretty sure it's not just flexing of the linkage - it's not like pulling on a stiff spring, it's a constant force for the short stroke. First question - what is this? is it the kickdown part of the stroke or am I just feeling some overtravel protection or something? Regardless, I set up cable adjustment to engage the last bit of stroke at full throttle.
Any ideas for what to look for, check to get reliable downshift?

Check for max throttle: Floor board the accel pedal, have someone else check to see carb is WIDE OPEN.
After verifying this, check that the kickdown cable is pulled to max travel (no slack or travel left) when the carb is wide open.

CHECK THESE CONDITIONS WITH SOMEONE USING THEIR FOOT TO OPERATE THE THROTTLE!!! Using your hand to operate the carb WILL NOT emulate your foot on the accelerator pedal. That is what we use to drive these cars....

If this does not bring success, the linkage in the pan (attached to the valve body) is either bent or cracked....

Thanks - I did adjust it as you said. It has downshifted a few times but not reliably. I guess I'll have to take it to a shop
