Late shift point

I have a 79 305 with a TH350 trans. The trans won't shift out of 1st gear untill the engine RPMs are high. When it does shift it is very harsh. I checked the vacuum at the modulator and it seems fine. All of the hoses are clean and dry. The engine is stock except for a new Edelbrock intake. It is the same Quadrajet carb. Could the cable that hooks to the throttle linkage need adjusting? I drove the car prior to removing the engine,it shifted fine then. I'd appreciate any suggestions.

yes, try removing the kickdown cable and test it. a lot of us biff the kickdown cable and just change down manually if required for overtaking etc using the shifter cos the cable can force a change down when you don't want one.It will still change down as you stop at the lights - this is what the vacuum modulator does.
The vacuum modulators can also cause problems, a tell tale sign is very minor white smoke coming out of the tailpipe if you hold the revs at around 4000 for a minute or so.

I took the modulator valve off and examined it more closely. I found a dent in the side and the valve appeared to be slightly bent. I replaced it and the trans is now shifting fine.
