Floaters don't do anything to let the axle rotate at all, but they will allow the axle to slide back until the spring pack's center pin hits the end of the slot or a cross roller in the floater, depending on the type of floater used, if no bar is hooked up. Clearance in the floater might allow a few degrees of rotation with a ladder bar unhooked, but not much.
I'm talking about drag race floaters, not some of the various things called floaters be the circle track racers.
When you put the rear axle on floaters something has to do the axle locating, either ladder bars or a 4-bar/4-link, since the forward half of the leaf is no longer locating the axle.
