If we're talking a 400 SBC block, I really don't think these things are necessary, unless you're getting a lot of power as in 500-600 hp and are using it. For a hot street or mild and occasional race engine the fully webbed valley does a good job distributing the forces.

For engines where there are large openings in this area, they can use the extra support since their distribution of forces is limited by the amount and shape of the available surfaces. These engines see areas of concentrated forces which tend to make cracks in the casting, therefore, can use some additional support across the valley.

Installation of these things takes care, you don't want the girdle to put strains into the casting which means these things need to be carefully fitted.
