Light on a 1979 Corvette

On a 1979 Corvette the headlight open up very slow and/or do not open up at all without a little help (tapping on the covers). How is this fix. I know there is a little cone shape rubber that need to be replace. How do I get to this part. Help I'm in the dark

Vacuum actuators in front of the radiator, one for each side. they are sometimes easier to reach with the hood removed. There is a seal and boot to replace, might as well replace the vacuum hoses too while you are at it. Ecklers or Mid-America carries the kits.
