This is true w/torquey cars, in my experience. Or light, and/or traction-limited cars.
The last torquey engine I had was that 0.030 over Pontiac 455 in a 3750 lb. F-body, I left from an idle, matted it on the last yellow. It 60'ed at 1.7 seconds, so was hooking pretty good.
If I brought the RPM up against the brake, it would fry the skins.
On the other hand, if the engine has a ton of cam and lacks torque, you need to bring the R's up at launch, to as much as just under the torque peak if the TC will let you. A lot depends on the suspension, as well as tires, etc.
