You can probably lengthen the shackles to drop the rear. The problem with doing that is sway. The longer the shackles are the more rearend sway will result. Think about adding a horizontal panhard bar from the rearend to the frame. Also, depending on how low you want to go, you may have to "C" the frame over the axle to maintain adequate clearance. Shock mounts will have to be considered.

Is the axle on top or bottom of the spring? I'm having a mental block. Anyway, I would rather lower at the axle if it were me; put the axle on top of the spring or if it is already there, put some spacer blocks in with longer shackle U-bolts.
