The Vortecs aren't good for more than .500 without machining.

More like .450 from what I've read.

1. The installed height is 1.8", IIRC.

2. Yes, but they are too weak for anything except a stock cam. Something like 80# on the seat.

The cheap method is to run a "Z28" or "Z28 +.100" high lift valve spring with the inner damper removed. "Ghetto grind" the retainer to gain retainer to seal clearance.

Comp Cams #26915 and #26918 beehive springs are direct replacements for the Vortec spring- no machining. #26918 springs offer more lift capability and pressure. Use Comp Cams steel Retainer, #787. +0.050" locks can be used to gain some extra clearance; make up the spring installed height by using shims under the spring.
