About the only thing to get it clean would be to ScotchBrite it and re- polish it. Bare aluminum and magnesium, can get stained easily from different chemicals and will go a little further than just at the surface. It will penetrate somewhat. Although not very much it still penetrates as aluminum and magnesium is porous to a certain extent. If you do not want to use ScotchBrite then I would try wetsanding with something like 800 then go to 1200 grit sandpaper. Take a look at RCastles thread about polishing. If your magnesium is not polished but has a satin look to it then you may be fine with just a uniform wetsanding and then coating with a good sealer.I haven't tried it but Zoops comes highly recommended. It is a little pricey though at a little over a hundred or was the last time I looked.

You can also throw it in a blast cab and hit it with some glass bead if it's really bad.
Use caution with wheel cleaners as some will turn them black due to the magnesium in it. Aluminum wheels do fine as they have little to no mag. but true mag wheels will discolor bad.
