modulator valve, please help

I have just purchased a 97 dodge caravan with a 3.0 overhead cam engine and a 3 speed auto tranny. it runs great, but the tranny only shifts at 30 mph from 1-2 and 50-55 mph from 2-3 and thats up or down. does this tranny have a modulator, if so internal or external, electrical or vacuum, and if so where is it at. this is my first attempt to fix up a front driver, much less a van so any help will be welcome, thanks

Check the a distance speed sensor . If the cruse control isn't working its NG.
