Mopar Starter Bolts--are they special??

Mopar starters take 7/16" bolts,but one hole is larger. do they take a special shoulder bolt ,or a bushing or what???

Some of the engines had a stud in the trans/bellhousing and I believe this large hole just gives some wiggle room while the stater is being installed. The nose of the starter goes into a hole in the trans/bellhousing and it can't move or be adjusted. I've never seen a bushing in one. No telling what they had in mind.
