Yes everything that goes out of the shop ends up with cut coils. Its the last thing we do with the car completely done(i allways error on the high side cause they settle) I also use 4 wheel scales and a spring rater to figure out what rate spring to start with.(some times i may go through 2-3 sets of springs and a couple sway bars to get it just right)With the shock book you will find a correct shock now a days with out cutting. Some of the shorty shocks made for the lowered import truck crowd work pretty well also(tripped over that by acciedent)
