My 350

I have recently started my first engine build and am wanting to turn my 350 into a stroker motor. By putting a 400 crank in it do I change rods or keep the 350 rods? How large of a valve should I go with?

No, you can't bore it that much......BTW, a "Stroker" is an engine with a longer stroke crank installed.

Most guys put a 400 crank in their 350s and get a 383.

You can go with the 5.7" rods and buy pistons for a 383 or you can use the 5.565" rods and use a piston for a 350.

Valve size will depend on what you're doing with the engine. Most aftermarket heads come with 2.02/1.60 valve sizes while factory heads can be found with a few different valve sizes in them.
