Catalytic Converters are very unique. They contain precious metals that do some cool stuff. They convert Carbon monoxide to Carbon dioxide, nitrogen oxides to nitrogen and oxygen, and hydrocarbons to carbon dioxide and water. Your engines computer/emissions control rely on these principles to operate properly. If your catalytic converter is smoking I would replace it immediately! I have seen converters that were clogged actually glow at night. They will make your engine skip and sputter if clogged.
Next is your light. Sounds silly but did you check your bulb? If you pull it will it do the same thing? If the symptoms are still there without a bulb then it's obviously electrical. If it goes away then it's a 50/50 it was the bulb.

good luck

A misfiring engine will cause a converter to overheat to the point of glowing. The gas that's not being burned in the cylinder(s) is burning in the converter.
