Is my compressor too small?
 
I bought a compressor several years ago. It is a DeVilbliss 4.0 30 Gallon. It puts out 6.9 CFPM @ 90 PSI. t. I bought it mostly for sandblasting and painting. However I have never been happy with the results of sandblasting. I have used glass bead and some black oxide something but I find it still doesn’t completely remove all traces of rust. Is it too small? What can I do to make it better? Should I try different abrasives?

5 hp, 2-stage compressor (120 psi rating) with 60 gallon tank is the bare minimum for satisfactory results in what you are doing.

...unless you use a very fine pencil tip on your blaster and switch to soda media. The soda is super fine and works well with tiny orifice holes, leave the sand for the bigger guns. Soda does a very nice job on rust since it penetrates deeper into the pits and is gentler on the material, burning through is nearly impossible with soda.

Give it a try and see if your compressor can keep up at 90 psi with a fine tip.

Little tip, the Arm and Hammer soda at the grocery store is the same thing you get bulk.

If I re-wire it for 220V will that help?

Nope. Will put out the same HP. May be easier on the motor by drawing fewer amps @ higher voltage => a little less heat generation.
