Try looking at some trailer fenders. You might have to weld two together to get them wide enough though.

the trailer fenders would work unless you have a more curvy design in mind. if that's the case you would want to find a wide rear tire chopper fender. the 280mm and 300mm rear bike tires are getting more popular so you should be able to find fenders wide enough. i would just google for wide tire chopper fenders or pro street chopper fenders you should get a couple hits.
