Welding in just a patch would be a problem, the welding heat distorts thin unsupported steel. You'd have to cut the entire roof panel out and replace it.

If you really wanted to fix it easy, cut the affected area out and epoxy sheet metal over it, or use urethane panel adhesive. Heck, good silicone adhesive caulk would hole it in place and seal it -- there is no stress in the roof panel.

Then have a vinyl roof installed. I don't care much for vinyl roofs, but we're talking about a garage kept car, not a driver that will be out in the sun all the time.

68 Chevelles are hard to find! You can get a new dash from a parts car, even a four door. The firewall may have some distortion, but not likely since it is well braced and stressed.
