Yep I'd say so. Back in the 1980s and even yet today the low buck way to overcome the large chamber low compression SMOG heads was to put a pair (usually reworked) of small chamber 305 heads on. Not as effective as todays heads, but with the right porting and some standard 350 size valves would work quite well.
