Epoxy primer, that is THE thing to apply over something sand blasted. Cool thing is you can apply polyester body filler ("bondo") over it! Sand it nice with 180 and apply your filler right over it.
Where you are doing your patch panels, just removed it back a little bit from your welds and you are good to go.
