There are many great primers and epoxy is really fantastic. When you purchase your primer , ensure it states that it is for DTM ! You can buy 2K and 2 part urethane primers but the Direct To Metal products will not only stick to chrome , but prevent rust and bleed-through forever . Like the dude said , with a little rough paper , you can put your filler----light---right over the primer too. Some of these primers are med. gray and turn lighter as you sand , telling you where to block more ! Be sure to wipe the car down well with the same reducer that thins the primer you use !
