Usually just the top two rings with need to be filed but check an oil ring anyway, they're usually pretty wide open as compared to the compression rings.
Personally I never use a ring expander, I prefer to spirol them on. Opinions vary.
Stagger the end gaps as evenly as you can, try to put the top ring gap near the exhaust valve relief and the second ring under the intake valve relief.
Oil the wrist pin well and spread some oil on the skirts don't go too crazy. I like a thin film of ATF on the cylinder walls.
