That should do it..
On one of those bigger red wires on the B Terminal of the starter solenoid, Check for a fuse link,Look to see if it is open, that will disable power to the car..Or the possibility that you might have missed one wire to the B terminal.
TO get it to crank, simply jump the "S" (small terminal closest to the block)terminal to the "B" (Battery cable terminal) terminal on the starter..if the HEI is heated up it will fire and run.
You might check fire wall plugs , they could have accidentally gotten knocked off in the swap..also other spots for fuse links CAN be: Horn relay power wire, single power terminal near the battery, and sometimes a wire and link run directly to the battery.
Be sure the column plug did not slip out AND the neutral Safety switch is connected.
