For the 3g's and 12 second to work out you could also look into the GM G-body cars (very cheap to aquire, and maintain), and move up to an older Cadillac big block 472 engine (the 500 is also a cheap option).
This combination will get you a decent start on your posted goals.
But this is just another opinion.
