Most likely something is binding when you tighten them or they are hitting on something that is stopping them from working properly

Mustang seat belts are retarded

My 89 Mustang seat belts have a complete mind of their own. OUT of the car the function normal and pulling them fast stops them. I can recreate the placement angle and still have them work. But as soon as they are IN the car in their place, they stop working. What the hell is going on
