Search the knowledge base. Seems to me there was something to that (mentioned here quite often) if you are using aftermarket fenders. Lotsa posts in that area...IIRC.
Lotsa complaints about the fit .goodmark, keystone, dont remember.

|tech69||If I recall correctly you can slightly bend the bracket or shim it but he's right, it's a real nightmare. I remember it being a hassle cause to align the top means to un align the bottom. If worse comes to worse see if you can shape the edge to mate better against the fender. I don't recall trying that or even know if it's doable but it's worth a check. I'm currently doing a mustang and although the quarter ends are not an endura rubber the fix was to file the mating surface flat and bending it to fit the quarter shape, and of course ensuring the quarter flange is nice and flat. That approach might be worth a look, of course after you have everything aligned and bumper as best as possible.|

|swvalcon||I remember working on these bumpers years ago and they never did fit right. You will never get it perfect. The best you can get is a happy medium|

Hood also on....
I don't have the hood on the car, but after thinking about your post, yeah, that should be done. Tomorrow I will install the hood and line up fenders to door and hood, leaving only the front bumper off. Then I will know if I have everything else correct and it is "only" a bumper issue.

I can't recall much about those bumpers but remember bending down a bunch loosening the brackets to frame to adjust. A nightmare indeed. Can't put any solvents on that endure stuff either. It's like a big nerf football ready to absorb anything.
Is your hood lined up to your cowl and fenders to the hood? Wouldn't hurt if everything was lined up first including your doors to your quarter. This sounds like something different.

70 GTO front bumper
I am having a nighhtmare of a time trying to line up my front bumper (70 GTO) with the fenders. It seems that I have to pull the bumper all the way up to the end of the mounting slots for the tops to align with the fender but then the bottom of the bumber is over a inch away from the lower part of the fender !!
I am going nuts with this. A couple of thoughts I had is that when I mounted the body to the frame, maybe I didnt have the body back far enough on the frame, or, did I mount the radiator support wrong (which holds the fenders also) thus causing improper height of the fenders in the front of the car.
If anyone can send me a picture of the proper way to install the bushings on the radiator support, that woudl be a great start to eliminate that first.
