that's true. On fenders you can have the smallest damage but if it appears that it's rolled or damaged in any way by the bumper it's instantly replaced in good shops. Doesn't mean the tech can't fix it, just means the shop doesn't want to gamble on it cause you wear out the tabs mocking it up when you work it.
So basically, you can have that side of the bumper hanging while you work it and mock up. Of course after you get the bulk of the damage and get it looking like the other side. Look at the area that hangs over the bumper. That will tell you a lot about where it needs to go. If you don't deal with this issue martin speaks of then you might have a corner of the bumper in or out or not a great fit in general.

It's hard to see exactly what you are up against with the bumper still on there, is it bent behind the bumper too?
Anyway, if you have a MIG this is an excellent way to pull something like that out.

It had been hit before..I'm gonna buy the porto..but there is a piece of square tubing behind it&the tire space king of blocks.I will try the prybar but I have this huge piece of steel..not sure what its called it came from a old coal stove...it looks like a long pipe with a huge thick putty knife shaped piece..that piece is as thick as chuck zitos thumb.Ill try that.Good heads up on the phone book..even if I get it still gonna pick up the tool.
Some hf stuff is complete junk but some things are really good.This thing seems to have good reviews.Ill let ya guys know.

If I had to choose it would be the portopower all day.
Try the pry bar idea Carolinacustoms mentioned. Might get a good angle that works perfectly. I'd use a phonebook to use in front of the pry bar and wood to help you get a good angle, if possible. If you got the porto power you could also use the little wedge spreader to push it out as well.
That thing will never want to stay so you gotta work it out in reverse order. The big part of the dent usually last and the secondary damage first. Start by prying out while hammering your highs/brows in the back of the dent and work your way to the front and impact area. Looks like the very right side of the pic down low will need some special attention with maybe one of those bodyline dollies with a handle. Eventually it will stay where you want it cause if you just push it out it will never be right or it will never want to stay. Can't say for sure but from the looks of it I bet if you push it out it will go back in right away.

|carolinacustoms||Be creative if you can get to the back side....use a 4x4 block and a pry bar, different size boards etc. I can't really see the picture well but why not use the stud welder or weld a tab to pull it out if space is limited on the back side or it is double wall?|

another opinion needed body tools
I Really need advice..on which one of these tools to buy...first off Im repairing a rear quarter that my stud welder cant get it.Theres maybe 6 inches of room for me to get something in there to push..theres noway I can use my hammers&dollys in there....hete they are
