surface rust

I am doing the underside of my 1988 mercury cougar, it is in very good shape, just has surface rust. this is what i am doing, I am working in a small garage and have no compressor. I am taking a while wheel to it first, then going to sand best i can, the use a rust converter then undercoat and paint body color.
what would the best rust converter be to use.
does this all sound about right way to go about it. the car has less then 100.000 K on it and runs perfect, i am going to make it look even better, thats my plan anyway
thanks for any answer, Richard, Peterborough, Ontario canada
