700r4 Shift issues

I have an 88 GMC Truck with a 700r4 with shift issues.
The problem is with TV cable adjusted @ WOT 1-2 shift occurs around 35mph, I checked the gov and the gear is not broken and all moves ok. I have removed the VB and all valves cleaned every thing. If i pull out the TV cable more the 1-2 shift occurs around 25mph but it feels more like a 1-2-3 shift. The shift to 3rd is felt right after the shift to 2nd. This is the original trans, engine and all.
Any insight in where to look would be great!
