Another question is will a Billet steel flywheel hold up to constant runs of above 8000? Ive seen them put up with it at the strip but will it hold for a continuous amount of time?

You have no idea what you're getting into. NONE of the parts you mentioned will work at 10,000 RPM, not even close.
