Modulator valve

Hello. I have a Turbo 400 transmission and 350 SBC. Transmission has not been used for months. I took it out today and found that it was not shifting. Properly. It seems to be stuck in 1st of second. If I put it in 2nd and then slip it into 1st I can feel a downshift but then if I shift from 1st to 2nd or drive I feel in shift. Can anyone tell me where the Modulator valve vacuum line should hook to in the engine compartment? At present I have it running into the vacuum port on the intake manifold. Also, I read an old post here that said that inside the vacuum tubing on the modulator valve there is a small flat head screw that is to adjust when the transmission shift. Have you heard of this? Thank you for your help.

As long as it's hooked to a full vacuum source.

You should be fine hooked to the intake that is /should be full manifold vacuum, and yes it's true there is a adjustment in most of the modulator valves, and a flat head screwdriver is the tool most use to adjust it. JMO
