I thought of an old bumper clamp tow bar but it does not have a pivot built into it so I ruled that out. It definitely clamps to something on both ends. Also has a grease fitting so it can swivel.
Maybe used to bend straight axles for allignment?

Here's one that a couple of you Old Guys will recognize quickly. Give some of the Kids time to ponder this for a day or so. I have a feeling it will be a mystery to a lot of 40 year olds and younger. If you know what it is jump in with a hardy "I Know!!" for today.
