Good afternoon!! Lotsa good advice for you above this post. My take on this is for you to find a great engine builder as close to you as possible to set you up from start to finish to do exactly what you are after. Get it in writing if possible inorder to stave off any possible future problems.
If'n you "spread the work out" over a few places, none of them will step up and do you right when things go wrong.. Keep it all under one roof with the best builder as close as possible to you in the Ottawa area. Do your homework and ask, Google, and whatever else you have to do to ensure you a goin' down the right path. Believe there is one in the Monkland area who came in the Top 5 or Top 10 in the U.S. engine builder's challenge this year. Don't remember his name from the Hot Rod magazine but ...

Dart SHP 200 VS Profiler 195 64 USA head.
The Profiler heads flow more out of the box and make more dyno tested power and torque, out of the box.
There is a very good thread on this subject on the Yellow bullet forum.
They both does good but the Profilers are the nicer head in out of the box form.
As all as cast cylinder heads will, the Darts got better (flow and power) once ported.
The Profiler heads gets my big thumbs up.

This is what someone who does heads has to say about the Dart SHP heads he worked on.
Flow numbers included.
These headss are not the same as a Premium Dart Pro 1/ Platinum cylinder head.
They are based on the older obsolete Dart ports.
The poster indicates that the Valve job apears to be quite sunk in the chamber to get a larger chamber volume
(72cc) This deso tend to kill flow. I noticed this on the Dart 180's I have here. Very lame flow for a 180cc port
and deep valve job.

You will need to assemble/mock this up and check pushrod length with any of these head/cam combos.

Don't be a wimp. Get the solid lifter Voodoo. Real men set their own valve lash.
(these tight lash street cams rock.) set the lash cold .004" tighter than the hot lash spec
set once. cold, and forget all summer.
Scorpion/(summit) 1.6 aluminum roller rockers
The Brodix IK200 is a really really very good head too. The summit 200cc aluminum head is identical.

And I priced the shp heads, a lunati voodoo hyd with lifters, and the rpm intake, he quoted me 1520 taxes in.

Using the 1094 gasket and aluminum heads.
this can work but you must use a high quality antifreeze coolant.
A bolt retorque is required. Most of these aftermarket aluminum heads require special longer SBC head bolts with washers.
Be sure to budget for this.
There is a good .026" composite gasket too.

These cams need good springs Usually a "K2" spring package.

Wait until you have the heads etc. One of the biggest mistakes people make is rushing out and buying a cam
and ending up with the wrong cam for the job. The cam choice is a critical element.
It sets the whole nature of the engine. and how the car "drives".
The Lunati street 401A3LUN solid cam is still a good overall choice for where you're headed.
Its a nice "street cam"
Something in that range is good. possibley with more lift or rocker ratio with the dart heads.
If that is your head choice then they will benefit form some port cleanup as all as cast heads do.
possible Crane F-280-2 cam #114681 (or a custom grind variation of it)
Crane F244/3454-2S-6 possibe single pattern version (crane custom grind)
Lunati solid Voodoo #60141 ( or Lunati custom grind variation)
With what you got (3000 stall) and the purpose I would not go bigger than these cams.
All need a good exhaust system.
use a performer RPM and 750carb
A street tunnel ram + eddy carbs can still work.
These Dart heads come with different spring packages.
"K1 K2 etc" K1 is usually the stock entry level diameter "hyd cam" springs.
Get the spring package that matches your cam choice.
A Voodoo Solid street roller would be cool. Lunati #60132
