Bill knows Pontiacs. So do I. We've both told the OP the same thing. The partial VIN on the block is meaningless regarding ID of the ENGINE.
To correctly identify a Pontiac you need: Engine code (2 digits, alpha-numeric, stamped on the front of the block NEAR the partial VIN); date code (by the distributor) and block casting number (on bellhousing flange), both CAST "in". That's IT.
Relax. It isnt that complicated... (:-

Since the OP asked about a Pontiac engine, I'll try to get back on topic. The three codes that are needed to tell what the engine came from are the casting number, the casting date code, and the engine ID.

Where do you guys get this "stuff"???
The engine "code" is a two-digit stamping on the front, near the partial VIN. A '68 GTO 350HP 400, manual trans, would have a "WT" code. A 360 HP version would be WS. The "Ram Air" stuff for '68 is very rare. The auto trans versions usually use a "Y" instead of "W". There ARE variations, but these are the "common" ones.
At the back by the distributor, is the DATE CODE. A 4-digit "tag" (looks like a tag, "cast in"). The first digit is the month (A - Jan, B = Feb, etc.). The second and third digits are the day of the month. The last digit is the last number of the year of production. By using the production code, date code and casting number (7 or 8 digit num ber, cast into the bellhousing flange), one can deduce exactly what the engine is from. Pontiacs with a date code after Jul 7 are generally "next year's model".

Uh, the O.P. is asking about the VIN derivative stamp on the block. You kinda HAVE to go by that to tell anything specific about the motor (well, at least about the block since the heads and everything else could have been changed). He already knows the block is a 400 from the casting number.

I have a 1967 GTO 400. The engine identification number is located on the block, on the flat surface in the back of the engine where the distributor is. You may have to pull the distributor to read it. It is stamped....not casted.
There are various websites that will give you the breakdown that you are looking for. Just search Pontiac engine code identification or something similar. I'm guessing your car was built in Pontiac, Michigan.
I wouldn't go by the vin number. My car is actually a 1966 LeMans that was badged as a 326. Back then almost all Pontiac blocks (V8) were the same size in appearance The car had sat for 33 years when I found it. Apparently at one time back in the late sixties or early seventies a 1967 GTO 400 was put in. The only way I found this out was by using the numbers on the block by the distributor. Lucky break for me. I had a local engine shop rebuild it with a comp cam, flat top pistons and the rest is Edelbrock. Took me three years to build the car. Just finished it a couple of weeks ago.

Hi im hopeing that someone can tell me how i can find out were my 1968 GTO engine came from just from the numbers on it? vin. on the block= 21A158768.its a 400cid. Thanks!
