An STV is a Suction Throttling Valve; an air conditioning component that varies the flow of refrigerant on the low side to maintain a constant temperature at the evaporator coil. If I had a stuck one I would try some percussive maintenance (tap on it with a small hammer), if that didn't work I would call my friend Terry at Auto Air & Accessories and buy one of his STV eliminator kits, which, if I recall correctly, replaces the STV system with an orifice tube and a cycling switch.
