my friend changed spark plugs in his truck and when he went to start it it wouldnt at first, then when it would light up it surged ( like 1500 rpm to dieing )

he plugged his computer in and it said there was a vacuum leak ( go figure )

my other friend used his tool and it came up with the IAC. new iac installed and its the exact same...

when the initial issue was it not running ( before new parts bought ) if i sprayed break clean on the iac it would rev higher consistently.

i guess it goes without saying theres something back there leaking. does anyone have experience with this issue ? is there something silly back there or something known to fail?

The PCV hose goes from the pass side valve cover to the rear of the thottle body. It is unhooked or broken.Pretty common
The trouble code was probably IAC- unable to control upper/lower RPM. Has nothing to do with the IAC .other than it cant control rpm.
Next time read and understand code description and save some change instead of buying parts you dont need

The PCV vacuum hose leak on these engines is quite common, but the wear on the hoses is hard to see. Also, if you get the Ford OEM hoses they are relatively expensive for what looks like fairly standard molded vacuum hoses. However, the hoses make some sharp turns and Ford molded hoses fit better.
