Is that because of the size of the throat? (is that the right word?) In other words, if the Holley primaries allowed less air to pass, by being of smaller diameter, then they wouldn't need as much fuel?

holley / quadrajet question
so awhile ago i asked what i should do to get better mileage with my '64 gmc p/u with a 350 & holley 4160. The overall opinion was that I should get a Quadrajet because its got modest primaries and larger secondaries.
so, if that means the size of the jets, then can't I just switch out the jets on my holley to smaller ones? Or is that not going to save me mpg's in the long run?
