In that event

While it may not be absolutely "correct" one can take a wire brush and get all the rust out one can get to..then use some epoxy primer in there and then some high build primer to get it to smooth..I am taking it that this is primarily some surface sort of rust which has bubbled the old paint, and that there is still solid metal there..

If you are doing a "preservation job" rather than a complete restore just concentrate on the rusty spots and leave it alone where the paint is still good..

Once the metal is cleaned and primed then a wee bit of bondo is fine..If you have a hole there you may wish to consider bonding a piece of metal to the back side with one of the new panel bonding adhesives..then bondo the hole area..

You need to make sure this rust is not from the inside out. These camaros are prone do doing just that. I know you say it's not all the way through but it may just appear that way.

You say rear driver's side fender. (Rear fender is normally called a quarter panel.)
Is that rust at the edge of the quarter panel near the wheel well? This is where rust normally begins in these cars because it is where the outer panel meets the inner panel and it is a trap for moisture.
