fiberglass drilling

I'm putting a new valance on my vette so I can convert over to standard exhaust instead of side exhaust.
The new valance didn't have any of the holes drilled just a dimple where the holes will go. Also I have to open up the holes for the exhaust tips that are too small.
Can I use a regular drill for the hole and do I need to take any special care so it won't crack the fiberglass and what is the best way of removing about 3/8 of a inch around the opening for the exhaust bezel.

I would use a large diameter drum sanding roll to enlarge your existing hole, abrasives or a single cut carbide cutter are the best tools for the job with the abrasives giving a smoother cut with less fraying. Masking tape or aluminum tape should be used to prevent chipping.
