In most cases a normally closed valve would have to be fitted instead of the normally open type usually used. I think to meet the law you would have to have both front and rear systems actuated together or else you could face a locked rear braking system at highway speed if it fails.
Air brake systems on semi's are similar I believe (correct me if I am wrong) and they are legal. There are pinion type disc brakes that can function as emergency brakes, I think this would be a better bet for a rod.
Why do you want to do this? Is there a reason why your mechanical system has been disabled/removed?

|Fry||my local laws state something about your emergency brake has to be able to hold your vehicle on a so many degree angle or something. I would check local laws just incase.|

The only problem using a Line Lock as an emergency brake is that it isn't designed for that purpose. The line lock is a selonoid based system that works by locking the pressure to the front brakes. It may or may not hold pressure over an extended period of time and if it doesn't and you're parked on a hill... oh well.... Your emergency brakes on the other hand are mechanical in nature and the chances of failure under normal conditions are almost zero. Also you probably wouldn't want your insurance company to find out you're don't have an approved emergency brake system either. <img src="graemlins/sweat.gif" border="0" alt="[sweat]" />
