No down shifting on turbo 400

Hey guys,
I have a 72 Chevelle with a 350 CID/Turbo 400. When I step on the gas, it will not downshift. Any ideas? Is it electric or vacuum?

You'll need to check both, but most likely its the kickdown switch (electrical). Verify that it has continuity when fully depressed.

Ok,
well, I just looked at my pedal and realized there is no switch.
I guess Ill have to purchase one,
