Post No power

I have a 78 model 305 with hei, offenhauser 4 barrel intake, holley 600cfm carb and a rv cam, it has no power. I thought it was the timing so i checked it and it is set at about 7 degrees retarded. and if i get on it to much then it will pop back through the carb. i have no idea what the problem is and would appreciate any help. thanks.
