Noobie to Fords Need Help (Engine Build)

Hey Guys
Ive got a friend who is building a 351 windsor, and I got called for guidance, but Fords are something completely foreign to me.

SO thats where you guys come in.

He looking for a max horsepower build within a reasonable budget. Probably mostly middle of the road parts, This isnt a shoestring budget and its not a unlimited budget deal.

All I know about it is its a 351 windsor
Its been .030 over
Stock stroke

Any helps appreciated

Like anything else a little more insight is helpful. Like year of engine, what heads if they're not native or the year is unknown. Came with a 2 or 4 barrel. How much money he has for the project and what his power goals are rather than just more.

Every brand of engine has suffered thru the SMOG era, so knowing what we're starting with is most important because this has affected piston configuration, cam selection, and head design specifically the combustion chambers. So engines of the pre-SMOG era before 1972, the first generation of the SMOG era 1973-1985 and the second generation of the SMOG era 1986 to 1995, and the third Generation 1996 to present need to be treated differently as do car or truck engines.

Then we need to know if he wants or needs to be emissions compliant. All these factors and his budget will determine what the engine ends up looking like and how much power it can deliver.
