The US General branded tool boxes and cabinets at HF seem to be of decent quality at a good price.

I have a USG roll around tool cart and so far it has performed great.

It is great for the normal tools a guy uses, I roll it out on the driveway on nice days. The drawers each have a latch on them, you need to get used to unlatching the drawer everytime you open it, but the good part is when you go to move the cart, the drawers dont fly open because you forgot to close the lid which locks the drawers shut.

Inside or outside I roll it to the side of the car I am working on ( lazy hate walking for no real reason)
