oil pressure gauge reading 0

Hi guys, I am scratching my head on my oil pressure gauge I have a painless wiring, dolphin gauge cluster (49 p/u). when I turn the key to the on position all needles move a little, then with the motor running they all work except oil pressure. With the new sending unit out oil comes out readily. New motor too. I removed the teflon tape I had on the threads thinking it was a ground issue but no difference. Any ideas or "seen that before"?
Brad...
