If it has guide, sometimes they were removed, if they were you would be able to spin the lift platform 360 degrees. If they are still there and are round see if you can shake them. Sometimes they get stuck. If they are gear type. Flip the access lid open and look for rust and junk caught in the track gears. I use to use a shop vac to suck the junk out. Sand would build up around the gears not letting it go down. Also if you ran it up with nothing on the platform most of them are a real bi&^% to get back down again. Takes weight to help it. As far as filling, I do not know never had to do that but have worked under many of the old style.
